In the gulf, endangered sea turtles are being rescued from the oil and cleaned off. US Coast Guard Admiral Thad Allen joins Matt Lauer (in Studio 1A) in two-way remote from Washington, DC (done as live, recorded earlier). The arrest comes after a two-year crime spree in the northwestern United States after Harris-Moore escaped from a halfway house in Washington State. Browne says he's been informed Harris-Moore was allowed one call and he called his aunt, because Harris-Moore didn’t have his mother's new phone number, and then his phone number was relayed to Harris-Moore, the American consulate checked on him and said Harris-Moore was physically fine and doing quite well, the Bahamas is claiming they have jurisdiction as far as possession of stolen property and allegations about burglaries so if they wanted to hang onto him for a while they probably could but it would make more sense to consolidate all these things and have him extradited to Seattle where he's charged in federal court where it's easy to consolidate things, otherwise it can be an administrative nightmare, Harris-Moore having a gun during a boat chase with police complicates things, even having a weapon during the commission of a crime is potentially much more serious, but everyone acknowledges he wasn't using the gun, he would hope his job would be to neutralize the publicity in the long run, it will always have a special ring to it because of the notoriety but the US attorney in Seattle is very level headed and they have to view it as a case, and approach it as they would most normal cases, which is going to be a challenge for him, if they consolidate the charges in Seattle he estimates Harris-Moore could face between 4 and 12 years in prison, if it hadn't had so much notoriety it would probably be 4 or less, but given the number of allegations, it's probably going to be a higher number. 07:44:34 (3:35) Today Exclusive: Investigating What Went Wrong With Oil Leak: Bob Graham and Bill Reilly Discuss Co-Chairing the Oil Spill Commission EJ 07:45:17 (:24) EXT DAY AERIAL: Various shots of oil platforms on the water. Reilly says their marching orders are to determine what happened, the route cause, as well as the cause of the accident, try to recommend policies to make sure this never happens again and recommend policies for the future regulation and control and development of offshore oil and gas. Graham says their commission has six months to submit its final report, they started this weekend with a series of field visits in the affected states, which will give them a good foundation to develop an assessment of what happened and what to do about it. Reilly says for all the complexity you can never have too much expertise on a seven-person panel, they have substantial staff resources, and expect to have further consultant resources, and they expect to have all the resources to do this.
